Sophie's Choice in North Korea

Amitai Etzioni sums up responses to his asking aloud whether or not to continue food aid to North Korea, knowing that most of the food aid does not reach the intended beneficiaries in any case.

I think ther's a simple response to this question:

Either:

- The DPRK must be considered the sole responsible entity for feeding its people.

- Or there's some legal or moral obligation on the outside world to help the NK people, but in that case the DPRK regime loses its sovereign status, as it no longer performs the minimal functions of a government, and can be replaced by intervention.
